Ambassador Al Qahtani is the first Ambassador of the UAE to Rwanda, since June 2018. Prior to this posting, he was an Advisor in the Department of African Affairs in the UAE Ministry of Foreign Affairs & International Cooperation.
Ambassador Al Qahtani joined the UAE’s Foreign Service in 1999, in the Department of the American Affairs. He was later posted to the UAE Embassy in London where he was the Head of the Consular Affairs Section. He also worked in various departments in the Ministry of Foreign Affairs & International Cooperation including the American & European Affairs Department.
In 2008, Alqahtani was tasked with establishing the UAE Office for the Coordination of Foreign Aid (OCFA) and was appointed the Director-General. Four years later, OCFA was upgraded to a full-fledged ministry - the Ministry of International Cooperation and Development, and Mr. Alqahtani was made the Undersecretary of this ministry.
H.E. Al Qahtani has a Bachelor’s Degree from the University of Colorado in Business Administration, an Executive Master of Business Administration from Middlesex University in the United Kingdom, and another Master’s from Sorbonne University Abu Dhabi in International Law, International Relations, and Diplomacy.
